Bio

For more than 40 years, Scott has managed many aspects of the real estate profession, including architecture, city planning, urban design, finance, construction, development and ownership. Prior to establishing ROSS Development & Investment in 1983, he was a Senior Officer of Donohoe Construction Co., Inc. and Sigal Construction/Sigal Development, and an Associate Development Director for The Rouse Company. His responsibilities have included the sourcing, acquisition, development, construction, financing and management of over 20,000 apartment and townhouse properties, and more than 1,000,000 square feet of office and hotel properties. He was an officer of Maryland National Bank in its real estate lending division and a corporate officer for both secured and unsecured lending activities, totaling over a billion dollars of debt issuances. His education includes a Bachelor of Architecture degree from Pratt Institute, a master’s degree in city planning and urban planning from the Harvard University Graduate School of Design and a Master of Business Administration from Johns Hopkins University. Scott has completed other real estate course work and has been an instructor in real estate-related subjects. He is also a member of the Urban Land Institute and a past president of the Washington Real Estate Group.
