Noel and his team drive American Campus Communities’ business development efforts under the P3 (public private partnership) model. All told, he has participated in the awarding of roughly $2.1 billion (31,500 beds) in student housing for both public and private universities, with single projects ranging in size from $7.5 million to more than $350 million. One of Noel’s key responsibilities involves helping university leaders determine whether privatization and the subsequent procurement processes are a viable alternative to a more traditional student housing approach. Ultimately, Noel works to demonstrate how these institutions can utilize the private sector to deliver the types of housing that today’s student consumers demand, efficiently and much more cost-effectively – for both the university and the future residents
