Cardinal Capital Management, Inc. is a national housing developer based in Milwaukee, Wisconsin.

We began business in 2002 with the express purpose to preserve the established federal subsidized housing portfolio including Section 8 and Tax credit in Wisconsin and adjacent states. To date, we have preserved approximately 10,000 units. We then began to create ground-up new construction, special needs housing for numerous communities including deaf and deaf/blind; blind and visually impaired; veterans; people recovering from mental illness; homeless; young adults aging out of foster care; developmentally disabled adults. We have created 600 units of such housing in the midwest and southwest.

Three years ago we began to create workforce and market-rate housing. We have brought 500 units online and have a pipeline to bring 5000 more units online in the next three years. We anticipate breaking ground on approximately 1000 units within the next six months. Those properties/sites are scattered among a dozen states, including NJ, NC, GA, AL, AR, TX, CO, NM, AZ, IA, MI, and WI. We continue to do preservation work on behalf of the subsidized portfolio, sometimes in partnership with housing authorities.
